Current decisions from the permanent Crisis Team

The decisions of the permanent crisis team serve to protect university employees and were made against the background of the desired planning security for students and teachers in the current semester.

Corona update from 19.10.2022

Current situation:
For some time now, increasing incidences have been registered again, therefore the permanent crisis team asks for your support:

  1. In order to monitor the extent of the infection as closely as possible for the protection of everyone at our university and to derive appropriate measures from this at short notice - if the situation requires it - we ask you to voluntarily make a Corona report via the e-Host portal  (https://e-host.hochschule-stralsund.de) in the event of a positive Corona test.
  2. Furthermore, we recommend the wearing of medical or FFP2 masks for participants of courses and inside the HOST buildings. This measure has already proven to be a reliable means of containing the incidence of infection.
  3. You protect yourself and others!

Winter semester 2022/23:
As communicated in the previous "Corona Update", the WS 2022/23 semester will run in face-to-face classes.
Please refer to the "Corona Update" of 08/19/2022 for details on this topic.

Unfortunately, further planning is not currently possible at this time due to the unpredictability of the infection event.
We will continue to keep you up to date and inform you as soon as possible about changes and news.

Corona updates
Corona update from 07.09.2022

Current situation:
The infection figures in our district continue to be at a roughly constant level. The number of Corona reports at our university is similar. The permanent crisis team continues to wait for new guidelines from the federal and state governments. In the meantime, a government draft of the Corona Occupational Health and Safety Regulation is available (scheduled for publication on 01.10.2022). This contains various regulatory powers for the federal Länder to determine further corona protection measures. According to information from the Ministry of Science, Culture, Federal and European Affairs, the legal implementation in Mecklenburg-Vorpommern is currently still being discussed and remains to be seen.

Winter semester 2022/23:
As already communicated in the previous "Corona Update", the coming semester will be planned in face-to-face teaching. Please refer to the "Corona Update" of 19.08.2022 for details on this topic.

Unfortunately, further planning is not possible at this time due to the unpredictable nature of the infection and the still outstanding adjustments to the legal framework. We will continue to keep you up to date and inform you about changes and news as soon as possible. The next meeting of the permanent crisis team will take place on 19.10.2022.

Corona update from 19.08.2022

Current Corona situation:
The Validity of the previous Corona- Landesverordnung of Mecklenburg-Vorpommern (Corona-LVO MV) has been extended until 16.9.2022 without any changes, so the crisis team continues to wait for new guidelines from the federal and state governments. All Corona regulations of the university will remain in place until further notice.

Planning Winter Semester 2022/23:
The coming semester will be planned with face-to-face teaching. In the event that the incidence of infection increases accordingly and/or the legal framework conditions require this, as a precautionary measure, face-to-face teaching with sufficient distance between the desks is being prepared as an alternative, as well as digital/hybrid teaching in the event of a further escalation of the situation. In this case, the obligation to wear masks will also be considered.

Decision:
The permanent crisis team makes a recommendation to use the Corona warning app. With its warning function, it offers an additional possibility to avoid chains of infection.
Unfortunately, further planning is not possible at this time due to the unpredictable nature of the infection and the still outstanding adjustments to the legal framework. We will continue to keep you up to date and inform you about changes and news as soon as possible. The next meeting of the permanent crisis team will take place on 07.09.2022.

Corona update from 15.07.2022

For some weeks now, rising incidences have been registered again. According to media reports this is traced back to the new omicron subtype BA.5, which is spreading rapidly and is also more contagious. We are also registering rising case numbers at HOST. Therefore, the permanent crisis team asks for your support:

  1. In order to monitor the extent of the infection as closely as possible for the protection of all at our university and to derive appropriate measures from this at short notice - if the situation requires it - we ask you to voluntarily make a Corona report via the e-Host portal (https://e-host.hochschule-stralsund.de) in case of a positive Corona test.
  2. Please test yourself regularly, especially if you have symptoms! Free antigen tests are still available to all university members in accordance with the decision of the permanent crisis team of 29 March 2022 (for students through the student councils, for faculty staff in the dean's offices, for other staff in the post room). If you have a positive Corona test result, you are obliged to observe a 5-day quarantine and are not allowed to enter the university campus; if not yet done, a PCR test must be carried out. If you have a positive result from a rapid or self-test, please go into isolation as a precaution. Further information in case of a positive rapid test is available from the district of Vorpommern-Rügen: https://www.lk-vr.de/Corona/Verhalten-nach-positivem-Selbst-Schnelltest/. Close contacts can also obtain further information: https://www.lk-vr.de/Corona/Informationen-f%C3%BCr-Kontaktpersonen/.
  1. We strongly recommend the wearing of medical or FFP2 masks for participants of classes and inside the HOST buildings. This measure has already proven to be a reliable medium of containing the incidence of infection. You are protecting yourself and others!
  2. Please be careful overall and continue to adhere to the general hygiene rules.

Outlook for the winter semester 2022/23:
The coming semester is currently being planned with classroom teaching. In this context, we urgently ask you to wear masks in order to be able to maintain face-to-face teaching for as long as possible. The lecturers are also requested - as far as possible - to provide digital course materials in parallel and/or to prepare a hybrid offer in order to ensure that students who belong to the risk groups and/or cannot participate in face-to-face courses can continue their studies as far as possible without restrictions.

Further planning is unfortunately not possible at the moment due to the unpredictability of the infection and the still pending adjustments to the legal conditions. However, we will inform you as soon as we have further information. The next meeting of the permanent crisis team will take place in the second half of August at the latest.

Contact tracking and use of the Corona reporting hotline is still recommended.

Contact tracking and use of the Corona reporting hotline is still recommended.

The crisis team also recommends the possibility of contact tracking - electronically with the HOST Card at the registration terminal or on the mobile phone provided with the AppBe@HOST. There is no forwarding to the public health department, but only a notification of the participants of possible contacts in the event of infections (contact tracking). The crisis team asks participants to continue to use the Corona reporting hotline to enable information to be sent to contacts.

Please also inform yourself about the current HOST hygiene plan.

The permanent crisis team has decided on the following measures against the backdrop of the desired planning security for students and teachers in the current semester, the permanent crisis team has decided on the following measures:

Previous decisions of the permanent crisis team
Decisions of the permanent crisis team of 10.05.2022

Current resolution situation (as of 10.05.2022)

Due to the current decline in the incidence of infections and the current situation regarding regulations, the following regulations apply at Stralsund University of Applied Sciences:

There is no obligation to wear a mask for participants in courses and within the buildings, but it is expressly and strongly recommended to wear a mask (medical mask or FFP2 mask). There is currently also no obligation to wear a mask in committee meetings, work meetings, events and trade fairs and generally for employees in the workplace. Here, too, the recommendation to wear a mask (medical mask or FFP2 mask) applies.

There is no longer an obligation to maintain a minimum distance and to prove 3G, corresponding controls no longer apply. Rooms can be fully occupied again, especially for lectures and laboratories.

The crisis team also recommends regular ventilation of rooms and compliance with general hygiene rules as important components of infection protection and draws attention to the offer of regular free self-tests.

Decisions of the permanent crisis team of 04.05.2022
Mask obligation

Note: In view of the current incidence of infections, the risk assessments do not show any need to impose a mask requirement for the area of employees in the hygiene concepts under occupational health and safety law.

Obligation to maintain distance

Rooms can be fully occupied again, especially for lectures and laboratories, because there is no longer an obligation to maintain a minimum distance. The gymnasium should be usable for sports again after the necessary rescheduling of lectures.

Decisions of the permanent crisis team of 26.04.2022
Mask obligation
  • There is no obligation to wear a mask for participants of courses and inside the buildings, but it is explicitly and strongly recommended to wear a mask (medical mask or FFP2 mask).
  • The mask obligation continues to apply due to the CoronaArbeitsschutzVO for the area of the employees, as far as hygiene concepts provide for this due to a risk assessment. The hygiene concepts will be adapted if necessary.
  • The mask requirement also applies to committee meetings and work meetings for which a hygiene concept provides accordingly. For meetings with up to 6 persons, masks do not have to be worn if a distance of 1.5 m is maintained.
  • The mask obligation also applies to events and trade fairs due to the Corona-LVO.
Decisions of the permanent crisis team of 20.04.2022
Obligation to prove 3G / Resolution Decision 1.4.2022
  • The decision of the permanent crisis team of 1.4.2022 will be repealed due to the renewed amendment of the HochschulCoronaVO, the obligation to provide proof of 3G and the controls will no longer apply to events of the study programme and also to all other events. Compliance with 3G by participants can be recommended by the event organisation for events with larger numbers of participants. The test centre will be closed.
Distance and mask requirement
  • Urgent notice:
The obligation to keep a distance and, irrespective of the distance, the obligation to wear a mask remains in force in the inner areas of the university for the protection of all participants in the events and other university members in general. Compliance with the obligation to wear a mask must be pointed out by the event management, the lecturer or other persons in charge of house rights. Repeated violations of the obligation to wear a mask will result in exclusion from the respective event or expulsion from the respective building.

Decisions of the permanent crisis team of 01.04.2022

Business trips
  • Business travel may be requested and approved without special requirements.
Excursions
  • Field trips are possible with review of urgency by supervisor.
Test Center
  • The operation of the testing center will be discontinued for the time being, as certified testing is no longer required. Instead, antigen tests will be issued for self-administration.
Test provision for employees
  • Non-faculty employees will be provided antigen tests for self-administration via the mailroom as needed (by the week, max 2 per week).
3G in the workplace

Since the corresponding regulation in Section 28b of the Infection Protection Act has been dropped, employees will no longer have to carry proof that they have been vaccinated, recovered or tested (3G proof) as of April 1, 2022, and no access restrictions will apply in this respect.

Decisions of the permanent crisis team of 18.03.2022
Implementation 3G at the workplace / home office duty after 19.03.22

Taking into account the current infection incidence in the district of Vorpommern-Rügen and the current Corona Report of Stralsund University of Applied Sciences of 15.03.2022, which shows the highest infection and quarantine level of employees* since the beginning of the pandemic, the implementation for access restrictions and verification of 3G at the workplace, as well as the home office obligation, is temporarily extended until 31.03.2022 to maintain the critical infrastructure of Stralsund University of Applied Sciences.

Note: The established HomeOffice regulations will continue to apply beyond this in accordance with the information provided to all employees on 17.03.2022 until 15.05.2022.

Decisions of the permanent crisis team of 09.03.2022

  • The employee is responsible for the other test proofs per week by a certified service provider according to § 6 paragraph 1 of the Coronavirus Test Ordinance (employee obligation). Accompanied self-testing at the HOST (outside the testing center) is not permitted in this regard. Reference is made to one free citizen test per week via the country test centers.
  • In case of medical indication, individual solutions are to be coordinated with the HR department.
Home office obligation

In accordance with § 28b of the Infection Protection Act, the following regulations apply to employees as of today:

  • In the case of office work or comparable activities, HOST must offer employees the opportunity to carry out these activities in their homes if there are no compelling operational reasons to the contrary. Accordingly, teaching and manual work are largely exempt from the home office obligation.
  • Employees must accept this offer if there are no reasons (e.g. family situation, technical equipment, suitable workplace) to the contrary.
  • Implementation must be coordinated with the direct supervisor and documented. For employees who participate in time recording, home office must be noted. In this case, the documentation obligation for the line manager does not apply.
  • In the case of medical indications, individual solutions must be agreed with the HR department.
  • Where home office is not possible, A/B groups are to be formed if this is organizationally possible. Contact between the groups is to be avoided.
Decisions of the permanent crisis team of 17.11.2021
HOST Campus Test Center

The Crisis Team has decided to establish a testing center on campus (House 5, Foyer) for free supervised self-testing (2x per week). The testing operation will start Thu, Nov 18, 2021 during 07:00-08:00hrs and 11:00-14:00hrs. The productive course starts in week 47 on Mondays and Wednesdays, 07:00-08:00h and 11:00-14:00h.

Operating status

The crisis team has decided that the operational status will be replaced by the Corona traffic light level system.

Decisions of the permanent crisis team of 10.11.2021
Step-by-step plan

Based on the University Corona Ordinance (HochschulCoronaVO M-V), the permanent crisis team has decided on the following risk-weighted  catalog of measures to prevent the spread of the SARS-CoV-2 coronavirus. The basis for the risk-weighted classification is the Corona traffic light MV. This catalog of measures replaces the previous decisions of the crisis team. It will be published on the HOST Corona website. The measures apply from the time the respective traffic light level is displayed on the HOST Corona website.

Decisions of the permanent crisis team of 20.10.2021 (with amendments of October 27, 2021*)
Information flow for corona cases

The flow of information when Corona cases occur at the university has been adjusted: Due to the change in the approach of the health departments to contact tracking and the more local impact of Corona cases, accordingly, only local information is provided to faculty, cohort, dean, or ZE/Haus1 about the corresponding cases.

Spot check

AGU - supported by other persons - is authorized and instructed by the crisis management team to carry out random checks to verify the existence of the random samples and the evidence and to accept affidavits.

Test for students

Free home-based Corona self-tests are available to students only until Nov. 15, 2021. After that, students must arrange for testing on their own. However, an exception applies to international students who have been vaccinated with a vaccine not yet recognized in the EU. For them, the Corona tests are still available free of charge at the public testing centers until 31.12.2021.

2G and 3G rule for courses*

As part of an amendment to the University Corona Ordinance, the following was enshrined for courses regarding the 2G and 3G rule:

The wearing of a mask may be waived for courses in which all participants comply with the 2G rule. However, this requires a check of all participants before each event. If the check identifies even one person who does not fulfill the 2G rule, the 3G rule applies, i.e. no one may be excluded from a course because he or she does not fulfill the 2G rule but does fulfill the 3G rule.

Decisions of the permanent crisis team of 04.10.2021
Duty to test

To make it easier to prove the status of vaccinated/convalescent, stickers are to be procured to be attached to the student ID card for the entire winter semester. These will be issued by Department II upon presentation of the proof of vaccination or convalescence and will be valid for the entire semester.

Please note: Students will be informed separately when the stickers will be issued (approx. end of October).

At the start of the event, appropriate proof must be presentable at all times:

  • for vaccinated persons: the digital COVID certificate of the EU or the corresponding entry in the vaccination card (see notes under "Who is considered vaccinated"?).

The university will provide students with two weekly self-tests free of charge until 15 November 2021. These can be collected from the mailroom (House 1, open Monday - Friday 10.30 - 12.00 and 12.30 - 14.00). After that, you have to take care of the tests on your own.

Learning spaces

The faculties can open the houses on their own responsibility beyond the currently applicable time limits for students who are entitled to admission. Students may only use the learning rooms designated by the faculty for learning groups. For learning rooms, the max. room occupancy according to Corona signage is permitted. For learning groups, the regulations for face-to-face study events apply with regard to spacing and masking requirements. The learning rooms are equipped with Lucca App QR codes and students are obliged to self-register. In the event of non-compliance, the faculty administrators retain the right to immediately lock the learning spaces and prohibit their use.

Events

Study events are events in which only university members participate.

Note: The regulations of the Corona LVO apply to events outside of study operations, in particular the testing obligation (daily rapid test) for indoor events from classification in level 2 (yellow).

Who is considered vaccinated?

Various conditions apply to the status "vaccinated". These are defined, among other things, in the COVID-19 Protection Measures Exemption Ordinance (§ 2 number 3 SchAusnahmV).

Accordingly, the following asymptomatic persons are considered "vaccinated" in Germany:

Persons who have been vaccinated with a COVID-19 vaccine approved in the EU in the number of vaccine doses published by the Paul Ehrlich Institute that are required for a complete protective vaccination and in whom at least 14 days have passed after administration of the last vaccine dose.
A current list of COVID-19 vaccines licensed in the EU as well as information on the required number of vaccine doses and vaccine product names in third countries can be found on the PEI website: https://www.pei.de/impfstoffe/covid-19.

Persons who have undergone a PCR/SARS-CoV-2 antibody-confirmed SARS-CoV-2 infection and have subsequently been vaccinated once with a COVID-19 vaccine.
Source: FAQ of the RKI

Under certain conditions, international students can be issued digital vaccination certificates in pharmacies for their vaccination previously received abroad with EU approval (see here). This makes it easier to check the vaccination certificate.

International students who have received one or more vaccinations abroad with vaccines that are not licensed in the EU are considered unvaccinated. However, they can make use of rapid tests in test centres (§ 4a No. 3 Coronavirus Test Ordinance). Furthermore, there is the possibility to use home self-tests provided by the university until 15.11.2021.

Decisions of the permanent crisis team of 29.09.2021
Business trips

In urgent exceptional cases, business trips are also possible to high-risk areas; business duties must not be impaired afterwards (e.g. due to quarantine).

Decisions of the permanent crisis team of 02.09.2021
Courses & max. room occupancy

Lecture halls and seminar rooms

  • Classroom events are held up to level 4 (red) of the risk-weighted classification (according to the classification of the LAGuS M-V). The crisis team continuously monitors the infection situation and reserves the option of switching to extended emergency operation and thus switching to digital teaching.
** (Raumbelegung am Beispiel des Hörsaal 1 im Haus 5)
  1. Up to and including Level 3 (Corona traffic light orange): for the performance of teaching and other classroom events of the study operation, the occupancy standard is the checkerboard pattern according to the maximum occupancy shown for each room* **
*(corresponds to the resolution of August 18, 2021, except for the adjustment of the level).
** (Room occupancy using the example of lecture hall 1 in building 5)
  2. Note: The stickers on the chairs and tables in the room do not apply to checkerboard occupancy.
  3. At level 4 (Corona traffic light red): Changeover to face-to-face teaching with a minimum distance of 1.5m while maintaining the permissible maximum occupancy or - if the maximum occupancy with this distance is not sufficient - changeover to digital teaching.

Laboratories/special workrooms (not PC labs)

  • In deviation from the regulations for other rooms, occupancy at all levels is subject to compliance with the minimum distance of 1.5m, insofar as this is practically possible. Otherwise, the minimum distance may be undercut in accordance with hygiene concepts specifically applicable to laboratories.

Effective date of higher education corona ordinance on 9/1/2021

  • Note: In the case of face-to-face study events, all persons participating, including teachers and other persons participating, are obliged to comply with the 3G rule with modified testing requirements. In the event of checks by teachers or other persons, proof of vaccination or recovery or proof of testing (rapid test at the test center, PCR test or employer-certified testing) must be shown or an affidavit (home self-testing) must be submitted.

Situation of international students

  • The deadline for enrollment is extended up to and including 11/10/2021 for international students due to their special situation.
  • Instructors are strongly advised to provide course materials and offer separate office hours for international students who have been unable to attend face-to-face classes for courses held up to that date.
Duty to test

A 72h valid test (twice a week) with a negative test result is mandatory for the participation in attendance events of the study program of the Stralsund University of Applied Sciences. According to § 4 paragraph 1 HochschulCoronaVO M-V the presentation of a negative test for an infection with the SARS-CoV-2 virus is required. Persons (students, lecturers, other persons) who do not comply with the test obligation and also do not present any of the other approved proofs, cannot participate in the presence offers of the Stralsund University of Applied Sciences.

Appropriate proof must be presentable at all times with the start of the event:

  • for vaccinated persons: the digital COVID certificate of the EU or the corresponding entry in the vaccination card.
  • for recovered persons: the EU digital COVID certificate or, depending on the competent health department, the proof provided by the health department within 28 days and 6 months after the positive PCR/POC test.
  • for tested persons: either proof of a negative domestic self-test by submission of an affidavit or proof of a negative test result according to § 1a para. 2-4 Corona-LVO M-V (e.g. rapid test in the test center, PCR test or test certified by employer)

For the purpose of proving negative domestic self-tests, persons participating in the event (students, lecturers and other persons) must carry along the completed affidavit and hand in the signed document upon verification. In view of the possibility of checks in several courses on the same day, students are advised to carry additional forms of the affidavit with them and to complete them as required.

Requests for proofs will be made on the basis of random checks. The respective instructor or event director or the person responsible for the organization of the event is responsible for carrying out the checks.

Students will be provided with two weekly self-tests by the university free of charge until November 15, 2021. These can be picked up in the mailroom (House 1). After that, students must take care of the tests on their own.

If persons are not able to present any of the approved proofs during a check or do not submit an affidavit regarding the negative domestic test, they are to be excluded from the specific event by the teacher or the event management or the person responsible for the organization of the event with reference to the domiciliary rights. Participation in attendance events is only possible again when the corresponding proof can be presented.

Test strategy

Further details on the test strategy and the corresponding documents are available here.

Mask wearing obligation
  • Always applies to face-to-face study events, regardless of grading, if the 1.5m distance is not maintained (checkerboard pattern).

Decisions of the permanent crisis team of 16.06.2021
Business trips

Urgent business trips are again possible in coordination with the supervisor/manager.
Participation in external events via videoconferencing is to be preferred.
Business trips to "virus variant areas", "high incidence areas" or "risk areas" are still prohibited.

Excursions

Curricular based field trips are again possible. Excursions to "virus variant areas", "high incidence areas" or "risk areas" are still prohibited. Attention must be paid to the conclusion of travel cancellation options

Internal events

Events can take place again. Only with an agreed hygiene concept, AGU will approve the event on a case-by-case basis. Preference should be given to outdoor events. The number of participants must be reported to AGU at the end of the event.

Operating status

The university adjusts the operating status to the current pandemic situation and switches to "restricted normal operation". This reopens the campus to the public and eliminates the need to carry a pass. The HOSTCard is still required for Corona tracking using the be@HOST app.

Study rooms / learning spaces

Learning spaces are now allowed, the maximum room occupancy as per Corona signage has to be noted. Learning spaces will be equipped with Lucca App QR codes and students will be required to self-register. Faculty administrators retain the right to immediately lock learning spaces and prohibit use in the event of non-compliance.

Decisions of the permanent crisis team of 01.06.2021
teaching events

All teaching courses will continue to be taught exclusively digitally until the end of the lecture period 6.7.2021 due to the desired planning security for students and teachers, despite falling incidence figures.

The following are exempt from this: events preparing for exams, seminars (reflective learning formats), and selected courses for the firstand second semesters.

However, these may only take place if they are held in hybrid form (i.e., digitally as a livestream and simultaneously in presence in one or more teaching rooms, in compliance with hygiene and distance rules).

Here, too, it is important to the crisis team to maintain the desired planning security for students and lecturers.

A daily valid home self-test is required for attendance in teaching courses. A written self-declaration by the student must be submitted.

Precence classroom teaching courses, which necessarily require special laboratory and work rooms and are therefore not possible in hybrid form, are possible from 31.5.2021 until the end of the lecture period with the approval of the faculty head in those courses, in which no significant number of international full-time students are enrolled.

The decisions and urgent recommendations of the permanent crisis management team result from the aim to reduce the mobility for the students as much as possible, especially foreign students.

exams

Against the background of the desired planning security for students and teachers, the permanent crisis management team makes the urgent recommendation - even if the incidence figures fall - to implement the upcoming examination phase in alternative and digital examination formats.

Before deciding on an examination format, a survey – asking the students - should be obtained.

The maximum number of examinees is derived from the Corona maximum occupancy rate determined for the respective examination room.

Particularly in the case of examinations with a significantly high proportion of foreign students, the permanent crisis management team is opposed to a face-to-face examination due to the entry problem.

In the case of examinations in face-to-face format, students and lecturers are required to take an accompanied self-test. The self-tests are provided by the university.

study rooms

Seminar and teaching rooms (for max. 10 students) are opened for exam preparation in the faculties during regular house opening hours. The faculties (dean) provide information, which learning rooms. Students must ensure self-monitoring for compliance with hygiene regulations and attendance control. Faculty administrators retain the right to immediately lock the learning spaces and prohibit their use in the event of non compliance.

sport indoor/outdoor

Sports operation is permitted from June 1 (according to the ordinance of the state government to amend the Corona-LVO M-V* of May 27, 2021, § 2 para. 21):

  • Individual sports: 10 persons (max. 5 households) inside.
  • Club-based (university sport): max. 25 persons outside
  • Club-based (university sport): max. 15 persons inside
  • Existing test obligation only inside
  • Hygiene requirements must be observed
events

Basically oriented to teaching activities (mostly online), so no events on campus at this time. Events with hygiene concept can be applied for, R and K (as crisis manager) reserves the right to check.

meetings

Currently no change due to the home office requirement regulations in the Infection Prevention Act until June 30.

business trips

Business trips and excursions are currently not allowed.
Unavoidable business trips require the explicit approval of the university rectory.

The permanent management crisis team is waiting for a new enactment.

job interviews

The permanent management crisis team has decided that hybrid interviews (candidates and appointments committee in presence, students and other University members online). However, these are only permitted if all candidates can participate in presence. Hybrid form (online or presence) must be the same for each group of participants (candidates, appointments committee, university public). There is the requirement for guided self-tests.

Interviews are still to be held digitally.

home-office

The home office requirement will remain until June 30 due to regulations in the Infection Prevention Act.

operating status

Due to the restrictions that still remain, the University of Applied Sciences remains in "extended emergency operations".

building closure

The crisis management team has decided to return to regular building closing hours due to low attendance/use.

cafeteria operated

Regulations will be submitted soon by the Studierendenwerk (students union).

Presumably, only outdoor operation without mandatory testing will be possible.

mask requirement

Wearing a medical face mask (mouth-nose protection) or FFP2 mask in the buildings is mandatory.

The mask can only be removed for individual work at the ownworkplace.

The obligation to wear the mouth-nose protection applies outside the buildings only where the minimum distance of 1.5m cannot be maintained.

library

The library is open Monday to Friday from 10 am to 2 pm. It is not necessary to make an appointment.

Decision of the permanent crisis team of 28.04.2021

The Permanent Crisis Team agreed that canceled exams can also be performed during the lecture period.

Furthermore, the Permanent Crisis Team decided that wearing a medical face mask (mouth-nose protection) in the buildings with announcement on 30.04.2021 is mandatory.
The mouth-nose-protection or the FFP2 mask may only be removed for individual work at the own workplace. Furthermore, the obligation to wear the
mouth-nose protection applies on campus outside the buildings whenever the minimum distance cannot be maintained.

The Extended Crisis Team will deliberate in KW18 on the continuation of the teaching operation beginning 31.05.2021.

The Permanent Crisis Staff makes an urgent recommendation to conducting Corona self-tests prior to attending classroom events.

Decision of the permanent crisis team of 04.02.2021

Colloquia will be held digitally only until further notice.

Decisions as of 13/01/2021

In view of the still unbroken infection situation, the crisis team of the Stralsund University of Applied Sciences would like to address the current principle of digital implementation of teaching and examinations in accordance with the decree of the Ministry of Education, Science and Culture of Mecklenburg-Western Pomerania and adopts the following resolution.

1. Teaching

Studying and teaching in the winter semester 2020/21 is to be held digitally for all students until further notice.

From 18/01/2021, the only exceptions to this are courses that require special laboratories or workrooms. These laboratory courses may be attended by a maximum of 5 students and can only be held in strict compliance with the applicable hygiene regulations.

Classroom tests that require special laboratory or work rooms are only permitted in small groups of up to a maximum of five students in one room.

An online test (= students work on examination tasks outside the university location, e.g. in a home environment) is permissible as an alternative form of implementation for all tests.

If online testing is not feasible, a test must be waived or postponed to a later testing period.

2. Examinations

Until further notice, examinations in the winter semester 2020/21 are to be held digitally for all students.

Examinations that cannot be implemented with digital or alternative examination formats are exempt from this. These examinations may be held in person at Stralsund University of Applied Sciences with a maximum of 30 students per examination and in strict compliance with the applicable hygiene regulations. For examinations with more than 30 students, all written examinations will be moved to the second examination period. If the postponement or the transfer to a digital or alternative examination format contradicts a clear opinion of the students, the examiner can apply to the examination board to conduct the face-to-face examination in the first examination period, giving reasons.

The lecturers are urged to seriously examine the possibility of conducting so-called home examinations (= students work on examination tasks outside the university location in e.g. a home environment) and, in the event that this is to be done, to indicate this in advance.

Decisions from 12/12/2020 “Further specification of extended emergency operations”, 12/12/2020, 3.30 p.m.

Current Measures Issued by the Crisis Team

last revised: 18/09/2020, 2.19 p.m.

Following the decisions passed by the Crisis Team on 17/09/2020, the following regulations enter into force as of 01/10/2020.

A face mask must be worn inside all of the buildings on campus. The face mask can be removed as soon as the seat has been taken (e.g. in lecture halls, meeting rooms and offices).

Furthermore, the obligation to wear a face mask on campus also applies outside of buildings in situations in which the minimum distance cannot be observed.

Persons who are unable to cover their noses and mouths with a face mask due to a medical or psychological impairment or a disability, and are able to prove this with a doctor’s certificate, are exempt from having to wear a face mask.

The decisions passed by the Crisis Team on 24/06/2020 extend the restricted normal operations as follows:

  1. Urgent work-related travel within Germany is once again possible following consultation with the line manager/superior.
  2. Teaching in winter semester 2020/21 shall be continued in hybrid formats (digital and on-site teaching). Efforts shall be made to provide the freshers, in particular, with more on-site teaching. Digital teaching shall take place in dialogue-based formats.
  3. The timetables remain valid and include all classes taught in both digital and face-to-face formats.
  4. The Crisis Team recommends all members of the university community make use of the Corona-Warn-App.
  5. Face-to-face conversations with members of teaching staff and administrative staff require the prior arrangement of an appointment via email or over the phone.
Extended emergency operation with updated access authorizations

as of: 15.05.2020, 04:40 pm

The crisis team decides on first measures for the reopening of the University of Applied Sciences Stralsund.

The extended emergency operation shall apply until 1 June 2020. However, in compliance with the current hygiene rules and procedures, the following presence activities will be possible from 14 May 2020:

  1. Colloquia for the defence of bachelor and master theses can also be held in presence as an alternative to the digital form. This requires a pass for all persons involved, which in this case can be applied for via e-mail to Ms. Pysall-Wöller (occupational safety and health protection)
  2. Access to laboratories is possible for students with final and project work. For this purpose, a pass is required for all persons involved, which in this case can be requested from the Dean via e-mail.
  3. The meetings of the Appeals Committee, including rehearsal and interview, may be held in person. In the case of rehearsals for the permanent appointment of a professor, broad student participation (beyond the student members of the appointment committee) must be ensured. This should be realistic from June at the earliest. This requires a pass for all persons involved, which in this case can be requested from the Dean via e-mail.
  4. The university library will implement the lending of media in the form of a contactless pick-up service. Students will receive a confirmed appointment to pick up the media in front of the entrance area of the university library

If you have any questions about the current hygiene and procedural rules, Ms. Pysall-Wöller, Head of the Occupational Safety/Health/Environmental Protection Department, will be happy to answer them

From 2 June 2020, the university will switch to limited normal operation. In compliance with the current hygiene regulations and procedural rules, the following openings of the university operation are then planned:

  1. A further opening of the teaching facilities is possible in principle, taking into account restrictions on room use and hygiene requirements. Details are currently being worked out by the study commission. Digital courses can be continued. The curriculum and timetables will remain valid.
  2. The entire campus area is again accessible without a pass.
  3. Working in a home office is particularly recommended for employees who belong to the risk group. The home office is also possible for employees with systemic care needs.
  4. All university members are recommended to use and maintain a contact diary.

as of 16.04.2020, 10:38 am

The extended emergency operation is maintained until further notice. The crisis management team also announces the adapted access conditions for university employees. These will apply from 15 April 2020.

  1. The top priority for all persons at the university should be the interruption of the infection chains. In doing so, it is important to follow the maxim of the lowest possible presence on campus. This should continue to be done primarily by using the home office facility. The crisis management team strongly recommends the home office especially to commuters who cross state borders (people with their main residence outside of Mecklenburg-Vorpommern).
  2. In case of an urgently needed presence, the overlap-free occupancy of the rooms on campus must be ensured. A maximum of half an occupancy is to be achieved. The responsibility for access via a pass lies with the faculty management, department heads, staff units and the heads of the central facilities.
  3. The wearing of own masks on campus outside the respective offices is welcomed.
Measures of the permanent crisis team

As of: 25.03.2020, 02:55 pm

The crisis team has decided on the following preventive measures in coordination with the rectorate:

Extended emergency operation: The university will be in extended emergency operation from 25 March 2020 until 20 April 2020. The extended emergency operation further restricts the presence operation. This means the suspension of presence in the research and administration area in addition to the suspension of teaching operations. In principle, all contact persons can still be reached in order to ensure that university operations can be maintained digitally or by telephone. Continuation of necessary work on campus is only possible for emergency personnel with a pass.

Suspension of classroom teaching: By decree of the Ministry of Education, Science and Culture of Mecklenburg-Vorpommern of 14 March 2020, teaching is temporarily suspended until 19 April 2020 inclusive. With the exception of colloquia in defence of Bachelor's and Master's theses, no examinations will be held. Colloquia for the defence of bachelor and master theses can only take place digitally. The research and administrative operation will be maintained. Public access will be suspended. The faculties are required to conduct or develop alternative teaching. Students are not allowed to stay in the buildings on campus, with the exception of the Holzhausen student residences, the cafeteria and the guest houses on campus. Exceptions (such as laboratory access for the processing of final theses) require individual case decisions by the permanent crisis management team or the persons authorised by the crisis management team (see contact persons).

Events: All events of the Hochschule Stralsund up to and including 31 May 2020 will not take place. The respective responsible persons will check whether events can be postponed or have to be cancelled.

Business trips: The travel activities of staff must be suspended until further notice. Travel authorizations that have already been issued are revoked by this decision. New business trip applications will only be approved after separate examination of the informal justification submitted.

Instructions: In case of symptoms such as fever, cough, sore throat, colds, diarrhoea, breathing problems, etc., or in case of contact with a confirmed infected person, or in case of return from risk areas (international) or particularly affected areas (national) according to Robert Koch Institute, you are obliged to contact your doctor by telephone and inform the university about your case via coronameldung@hochschule-stralsund.de. You are obliged to avoid the campus until you are free of symptoms or have a negative test for COVID-19.
